A meme based on a scene from the short comic "コロちゃん (Koro-chan)" by Kawady Max. This child sexual abuse-themed eromanga is a part of "少女奴隷スクール (Shoujo Dorei School)", his adult comic book published on March 8, 2008.

The entire thing is pretty much the definition of soul crushingly depressing.

A variant of this meme associates her with Cobra of Space Adventure Cobra, who in one infamous remix comic saves Taeko from her abuser.
