surgeon cuffs

A style of buttoned cuffs in which cuffs have workable buttons designed to let the sleeve be unbound and rolled up more easily.

This tag should only be used when details suggest the buttons are functional, such as a visible sleeve/cuff hem (Danbooru post #6159841) or, more commonly, button holes (Danbooru post #6212738).
