He was originally a bureaucrat of the former government and had been working a lucrative job, but lost it all after the Party of Words overthrew the old order. He holds a grudge against the new government for stealing everything away from him. He bought up illegal hypnosis microphones on the black market and had created his organization as a group that could rebel against the new government. After the events of track 3, the Ito no Kai cult seems to have been disbanded or rebranded as Oogumo is seen trying to form a new religious society in a later stage show.
