Kougami Shin'ya (狡噛 慎也) is the main male character of Psycho-Pass, an Enforcer of Unit One. At first seen as a violent man who disposes of anyone deemed a criminal by any means necessary, he is shaken by Tsunemori Akane's sense of justice and her using the Dominator against him to prevent him from killing a rape victim deemed a criminal, Kougami changes. A calm and collected man, he is also extremely good at figuring out the threads behind crimes and is frequently the one who solves the cases. He is well built, and is an expert martial artist. He is also quite knowledgeable in literature. After the events of the first episode, he and Akane quickly become somewhat close and care about each other. It is revealed that he was an Inspector in the past alongside Nobuchika Ginoza, but the death of an Enforcer under his command (Sasayama) in a horrible murder led him to obsessing over catching the perpetrator, and as a result of too much insight into criminal minds, he was deemed a Latent Criminal by Sibyl and demoted into an Enforcer.
