He is haughty and arrogant, calling himself "god-like" in comparison to the player.
He is sufferring from The Rot, a kind of biomechanical cancer, which is slowly consuming his superstructure. The game's titular rain is produced by him continually flushing his systems with vast quantities of water in an attempt to purge the corruption.
