character watermark

This tag should be used when characters irrelevant to the focus of the picture are added as a form of artist icon.

The characters in the watermark should either be marked as cameos (see mutsu_(snail) cameo for an example), or not tagged at all, as they would clutter up searches with irrelevant posts. This is based on the conclusion reached in Danbooru topic #15982.
